Since the new goverment announced their ambitious desire for English education, there has been soaring debate on the pros and cons on the conducting Teaching English in English (TEE)policy in the secondary educaiton setting. Everybody seems to agree that the need of TEE and the benefits this new plan would bring to our children's English ability, yet the problem is that the administrators are too hasty to put this in effect seemingly in order to show off what they have done during their ruling. I agree TEE would convey tremendous advantages in English education in Korea, but supported by comprehensive sub-plans and opions coincided with general understanding of the public.

It is obvious that language learning can be achieved by sufficient exposure to the target language. In current educational system, however students' opportunity to encounter the authentic English is highly limited since all the English classes is mostly conducted in Korean. The drawbacks of this kind of teaching method is so prevalent that we already know most of the students are lack of the communicative skills of English despite the lenghy education in the public school sellting. In this situation, TEE would provide students with plenty of chances to be involved in English spoken environment. At the same time as long as teachers appropriately encourage students to produce their response in English, it would raise students awareness towards the importance of develop communicative skills, especially benificial for developing their peaking skills. Although lots of potential benifits of TEE are expected so far, korean-English mixed class needs to exist in the process of conducting this policy, to prevent some students are being left behind and lose their interest in the class.

TEE policy seems to be a huge burden to teachers currently enrolled in secondary education setting. Some of the teachers never had any experience of teaching English in English; therefore it is natural that many teachers express their frustration towards the government vehement policy. However, if they change their perspective considering what is the essence of language learning and the true way to settle down on-going arguement on the effectiveness of English education in the public school system, it the right time for them to yield their acquired right. This mean, they have to break down their safe boundaries and try to be a real language teacher. This new policy will pave the way to improve teachers' communicative language skills, and eventually make them a role model of their students. Nevertheless, we have to admitted that speaking proficiency is not the kind of ability that can be acquired within short period, thus, teachers should be give various programs and trainig sessions, including attending language schools abroad, before they are ready to stand in front of students as a TEE teacher.

This new policy is highly expected to wave parents' financial burdens for private language education of their children. Although many people shows their concern about this claiming that TEE policy would rather increase parents' ferver, I believe this policy will help public English education system embrace many aspects of English learning, which were priviously conducted by private institutions. It might be impossible to eliminate the need of English learning outside the class, yet TEE will take a large portion of English class room as place to develop students' communicative English ability. In order to induce parents' trust to this new policy, the administration will have to try to persuade them by suggesting reasonable explanation and public relations.

I believe TEE would be a new challenge of our conventional English education system. Innovative policy always tend to be faced with publich outrageous. If goverment can carefully design this policy before putting this into effect, and try to obtain comprehensive support from the public, I am sure it will successfully improve our students overall English language proficiency.
