I found it by accident, but this is related with English education policy that out goverment persue. Also, the writer is criticizing the policy and give some advice about the problem.

I agree with the writer's idea. Even if we have wonderful policies, if teachers cant inspire students
to study and practice hard English, that will no work.
I think that teachers of course should teach well English, but also, they should be a role-model for
learning English for students who can encourage students to study hard.
